As soon as you completed quest number 38, you'll be able activate the decoration shelf and buy it in exchange for potato dollars. Are you a premium player? Then you'll be happy to hear that a premium account enables you to store an unlimited amount of decorations there.
Once activated and bought, you can place your shelf by clicking the flower on the top left hand side of your regular shelf.
Get your things in order and enjoy the unlimited space your new shelf offers you!
